GSTN issues Advisory on Reporting Supplies to Unregistered Dealers in GSTR 1/GSTR 5

The Government of India has issued a key advisory following the recent amendment under Notification No. 12/2024 – Central Tax, dated 10th July 2024, which reduces the threshold limit for reporting inter-state taxable outward supplies to unregistered dealers.

The limit for reporting invoice-wise details of such supplies was reduced from ₹2.5 lakh to ₹1 lakh, impacting how businesses file their GSTR-1 and GSTR-5 returns.

According to the notification, this reduction in the threshold will require taxpayers to provide detailed invoice-wise data for all inter-state supplies to unregistered dealers exceeding ₹1 lakh in value. These details must be reported in Table 5 of Form GSTR-1 and Table 6 of GSTR-5.

However, the advisory clarifies that this change is currently being implemented in the Goods and Services Tax ( GST ) portal and will be available for taxpayers soon. In the interim, taxpayers should continue reporting inter-state taxable outward supplies to unregistered dealers that exceed the previous threshold of ₹2.5 lakh. These should be filed in Table 5 of GSTR-1 for regular taxpayers and Table 6 of GSTR-5 for non-resident taxable persons.

The updated functionality, once made available on the GST portal, will ease the reporting process and align it with the revised threshold requirements.
