The Central Board of Indirect Taxes and Customs (CBIC) notified the list of authorised officers for the food import at 161 Points of Entries (PoEs) vide Instruction No. 20/2023-Customs issued on 5th July 2023.

The instruction was regarding the notification of Authorised Officers under Section 25 read with Section 47 (5) of Food Safety Standards (FSS) Act, 2006 and Regulation 13 (1) of FSS (Import) Regulation, 2017.

According to the information provided, the Food Safety and Standards Authority of India (FSSAI) has officially designated Authorized officers at 161 Points of Entries (PoEs) for food. Among these, 99 PoEs will be staffed by Customs officials who will act as Authorized Officers (AOs), while the remaining 62 PoEs will be manned by FSSAI officials.

Furthermore, it was requested to ensure that officers under your jurisdiction are appropriately briefed and educated about this matter. The instruction No. 2/2022-Customs dated 02.02.2020 has been modified accordingly.

The circular has been provided with the annexure 1 which mentioned the part code, state/UT, authorised officer and also the port type. The port type includes airports, ICD & SEZ, LCS and Seaports.

Recently, CBIC vide Notification No 43/2023 dated 15th June, 2023 amended Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010. In the Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010, in Form HA, in the table, under heading D, under column (A), for the words, letters, numbers and brackets “Whether export consignment contains jewellery falling under CTH 7117 or CTH 7113 (Yes/ No)”, the words, letters, numbers, and brackets “If export consignment contains jewellery falling under CTH 7117 or CTH 7113, please state whether the facility of re-import will be availed for the said jewellery (Yes/No)”, shall be substituted.
