The Central Board of Indirect Taxes and Customs (CBIC), vide Circular no. 20/2023 issued on 7th August authorised booking Post Offices and their corresponding Foreign Post Offices in terms of the Postal Export (Electronic Declaration and Processing) Regulations, 2022 to accept the consignments for export.
The Circular states that “Attention is drawn to the Postal Export (Electronic Declaration and Processing) Regulations, 2022 issued under Notification no. 104/2022-Customs (N.T.) dated 09.12.2022, the Guidelines for their implementation in Circular no. 25/2022-Customs dated 09.12.2022 and Circular No. 06/2023-Customs dated 01.03.2023 vide which authorization of 122 booking post offices by Department of Post was communicated.”
As per Regulation 6(1), the Department of Post, through an Office Memorandum (O.M.) dated 31.07.2023, has granted authorization to 715 Booking Post Offices to receive consignments for export. The circular also includes the list of these Booking Post Offices and their corresponding Foreign Post Offices.
The office memorandum stated that “As per the provisions contained in Section- 6 of these regulations, the list of authorized 715 Booking Offices and their mapped Foreign Post Offices (FPOs) for electronic filing of Postal Bill of Export (e-PBE) is attached as ANNEXURE. These Post Offices with Dak Ghar Niryat Kendra (DNK) facility are in addition to 122 offices notified earlier vide OM dated 9th February 2023 (Copy enclosed).”
The Circular contains an annexure that provides a comprehensive list of 715 booking post offices along with their corresponding mapped foreign post offices, and it also specifies their respective circles. The highest booking post offices are in Uttar Pradesh with 68 in number and Karnataka with 63.
The Circular addressing to Pr. Chief Commissioners/Chief Commissioners (Customs or Central Tax & Customs), Pr. Directors General/Directors General, all under CBIC, Pr. Commissioners/Commissioners of Customs and Pr. Additional Directors General /Additional Directors General, all under CBIC, has also mentioned to notify the board if it has any implementation difficulties.
