On November 25, the Cabinet approved the PAN 2.0 initiative of the Income Tax Department, which will establish a fully paperless and online system across the country. Along with changes in the registration process, PAN 2.0 will upgrade the usage of PAN Card (Permanent Account Number) as a ‘Common Identifier’ for all systems of Government Agencies.

The government has allocated ₹1,435 crore to the Pan 2.0 project, which aims to revolutionize taxpayer registration services through a tech-driven transformation, offering additional benefits to the public.

The new system is designed to meet the evolving needs of businesses, ensure faster and more efficient grievance resolution, and improve cybersecurity.

Union Minister Ashwini Vaishnaw stated that the PAN card has become an integral part of life for the middle class and small businesses. With the approval of PAN 2.0, the existing system will be upgraded, incorporating a new digital framework.

Benefits

The upgrades will enhance access to services, deliver faster processing, ensure data consistency, reduce environmental impact through eco-friendly processes, optimize costs, and strengthen infrastructure security for greater system agility.

What’s Being Upgraded?

The new system will upgrade the existing PAN/TAN 1.0 infrastructure, streamlining both core and non-core activities and improving the PAN validation service. Pan 2.0 is part of the Digital India initiative, which will make the PAN a universal identifier across digital systems for various government agencies.

Minister Vaishnaw highlighted the focus on improving the “grievance redressal system,” aiming to address user concerns and queries more effectively.

Current Status

To date, 78 crore PAN cards have been issued, with 98% of these held by individuals.

Who Should Apply?

Existing PAN card holders will not need to apply for a new card or make any changes to their current information.
