Govt Imposes Anti Dumping Duty on Titanium dioxide from China [Read Notification]

The Government of India has imposed an anti-dumping duty on imports of Titanium Dioxide originating in or exported from the People’s Republic of China. The notification was issued by the Central Board of Indirect Taxes and Customs ( CBIC ).

The investigation was conducted by the Directorate General of Trade Remedies (DGTR), which concluded that the imports were being dumped into the Indian market at unfairly low prices, causing material injury to the domestic industry.

The notification, published as Notification No. 12/2025-Customs (ADD) dated 10th May 2025, says  that Titanium Dioxide falling under tariff items 2823 00 10, 3206 11 10, and 3206 11 90 of the First Schedule to the Customs Tariff Act, 1975, was being imported at dumped prices, severely impacting domestic manufacturers.

Based on the final findings dated 12th February 2025, the DGTR established that the Chinese-origin Titanium Dioxide was exported at prices lower than the normal value in China, thereby constituting dumping.

The investigation also confirmed a causal link between the dumped imports and the injury suffered by the Indian industry, prompting a recommendation for imposing definitive anti-dumping duties.

Responding to this, the Ministry of Finance, exercising powers under Section 9A of the Customs Tariff Act, read with the relevant Anti-Dumping Rules, imposed varying amounts of duty on different Chinese producers and exporters, ranging from USD 460 to USD 681 per metric tonne.

The Producers such as Anhui Gold Star, Shandong Jinhai, LB Group, and several other cooperative producers have been identified in the notification, with specific duties assigned to each. For non-sampled or unidentified producers/exporters, the duty is capped at the highest band, i.e., USD 681 per metric tonne.

However, the notification excludes certain specialized forms of Titanium Dioxide from the scope of duty, such as those used in food additives, pharmaceuticals, sunscreen lotions, and specific textile applications-particularly those used in UV protection, photocatalysis, or fibre delustering.

The anti-dumping duty was imposed for a period of five years from the date of notification, unless revoked or amended earlier, and will be payable in Indian currency as per applicable exchange rates under Section 14 of the Customs Act, 1962.
