The Karnataka State Chartered Accountants Association ( KSCAA ), has submitted a representation on the ongoing technical issues affecting the Income Tax portal before the Central Board of Direct Taxes ( CBDT ).
Under Section 139(1) of the Income Tax Act, 1961, the income tax returns for the Assessment Year 2024-25 are required to be filed by October 31, 2024, for assessees subject to audit. However, the same has been extended by the government to November 15, 2024.

While some of these issues have been resolved, several persistent problems still require immediate attention. Furthermore, as October 31, 2024, is also the deadline for filing TDS Returns in Form 24Q/26Q/27Q under Section 200(3) and Rule 31A, these technical challenges add substantial pressure on users who are striving to meet regulatory compliance.

Login Failures and Unresponsive Pages: Frequent login failures, page timeouts, and unresponsive sections on the portal are causing disruptions, likely due to system overloads or maintenance work.
Slow Response Times: Users report significant delays in the portal’s response time, particularly during logins, form submissions, and document access. These slowdowns add to users’ stress as deadlines approach.
Inability to Access or Download 26AS, AIS, and TIS: Users face difficulties in downloading essential documents like Form 26AS, the Annual Information Statement (AIS), and the Taxpayer Information Summary (TIS). These documents are critical for accurate filings, and the inability to access them has caused considerable time loss.

Error Messages During Return Submission: At the final submission stage, users frequently encounter vague error messages lacking clear guidance, making it difficult to complete filings accurately and on time.
Difficulties Filing Income Tax Returns: Many users experience buffering and slow page loads when filing returns. These delays can lead to penalties, interest charges, and restrictions on tax regime selection due to late filings.
Challenges in Filing TDS Returns: Similar glitches affect the submission of TDS returns (Form 24Q/26Q/27Q), hindering compliance efforts.
Issues in Filing Tax Audit Reports: Technical issues also impact the submission of Tax Audit reports, creating additional complications for users.

Problem with Form 3CEB: When filing Form 3CEB, users report that Part A mistakenly displays the Chartered Accountant’s name instead of the assessee’s, adding unnecessary complexity to the filing process.
Difficulty in Generating Challans and Making Payments: Due to technical glitches, stakeholders struggle to generate challans and make payments on the portal, further complicating the tax compliance process.
The Association urges the board to consider these and resolve the issues as soon as possible.
