The DGFT, under Case No. AD(OI) – 18/2023, has initiated an anti-dumping investigation on Halobutyl-Rubber (HIIR) imports from five countries: Japan, Russia, Singapore, the United Kingdom, and the United States of America. Reliance Sibur Elastomers Private Limited, the applicant, alleges that these imports have adversely affected the domestic industry’s growth and has requested the imposition of anti-dumping duties.
The product under scrutiny, Halobutyl-Rubber (HIIR), including Bromobutyl Rubber (BIIR) or Chlorobutyl Rubber (CIIR), falls under Chapter 40, tariff code 4002 39 00 of the Customs Tariff Act, 1975. The investigation covers the period from April 1, 2022, to March 31, 2023, with an injury analysis period spanning the same timeframe and the three preceding financial years.

Other interested parties are also encouraged to make relevant submissions in the prescribed format within the specified time frame. Parties making confidential submissions must provide non-confidential versions to other interested parties. In cases where an interested party does not cooperate or hinders the investigation, the Authority may base its findings on available facts and make recommendations to the Central Government accordingly.
