Arvind Shrivastava, a 1994-batch IAS officer of the Karnataka cadre, on May 1, 2025 formally took charge as Secretary of the Department of Revenue in the Finance Ministry​.

The Appointments Committee of the Cabinet had approved his appointment on April 18, 2025​, part of a broader reshuffle of senior bureaucratic posts. Shrivastava served as Joint Secretary and then Additional Secretary in the Prime Minister’s Office​.

He previously held several key roles in finance and urban development: as Joint Secretary (Budget) in the Department of Economic Affairs, as a Development Officer at the Asian Development Bank, as Finance Secretary and Urban Development Secretary in the Karnataka government, and as Managing Director of the state’s Urban Infrastructure Development & Finance Corporation​.

Department of Revenue: Role and Recent Initiatives

The Department of Revenue – led by the Revenue Secretary under the supervision of the Finance Minister – administers the country’s tax laws. It oversees the Central Board of Direct Taxes (CBDT) and the Central Board of Indirect Taxes and Customs (CBIC), which collect income tax, goods and services tax (GST), customs duties and other levies.

In 2024 the department emphasized taxpayer-friendly reforms: the CBDT expanded faceless processing of returns to improve transparency, and the CBIC deployed advanced data analytics and stricter registration checks to curb GST frauds.

These efforts have coincided with robust revenue trends – for example, gross GST collections in March 2025 were reported at ₹1.96 trillion, about 10% higher than a year earlier​.

Shrivastava assumes office as the government prepares for the new fiscal year and budget. Media reports indicate that the Union Budget 2025‑26 will propose major tax reforms to simplify the Income Tax Act and ease compliance burdens​.

Observers note that his deep experience in the PMO and finance ministry should help implement these changes while meeting the government’s revenue targets.
