In order to permit transhipment of Bangladesh export goods to other countries via Delhi Air Cargo, the Central Board of Indirect Taxes & Customs ( CBIC ) issued Circular No. 03/2023-Customs on February 7, 2023, revising Circular No. 29/2020-Customs of June 22, 2020. The circular will take effect on February 15th, 2023.
The circular issued in June allowed transhipment of Bangladesh export cargo through Kolkata Air Cargo. Stakeholder comments have been received in support of revising the existing circular, to facilitate transhipment of Bangladesh export cargo to third nations via Delhi Air Cargo.
Currently, commodities put onto closed-bodied trucks or containers enter India through Land Customs Station (LCS) Petrapole, travel by road to Kolkata Air Cargo, and then are flown and shipped to third countries. For better cargo evacuation and increased logistical effectiveness, it has been proposed to permit this movement through Delhi Air Cargo as well from 15th February 2023.
Also in September 14, 2022 the CBIC issued a circular regarding the transhipment through India of containerized export cargo of Bangladesh destined for third countries using Riverine and Land routes. The circular permitted exports from Bangladesh to enter India through the riverine Land Customs Station of Hemnagar, travel by water up to Kolkata or Haldia port, and then travel by rail across Indian territory up to Nhava Sheva or Mundra port, from which the exports would travel by sea to third countries.
Thus after considering recommendations of concerned Ministries of the Government of India, Para 3A, after sub-paragraph 3.2 of the said Circular amended:
“3A. Transhipment of goods by road from LCS Petrapole to Air Cargo Complex,
Delhi is also allowed with effect from 15.02.2023 following the procedure prescribed
in the aforesaid Circular, until further direction from the Board.”
