The Finance Minister declared that non-resident Indians ( NRIs ) who establish or run electronic manufacturing facilities in the nation are now eligible for the presumptive taxation plan. A presumptive taxation regime is envisaged for non-residents who provide services to a resident company that is establishing or operating an electronics manufacturing facility to promote employment and investment.

Under the amended framework, eligible non-residents who manufacture or produce electronic devices and associated products could be offered a streamlined tax compliance mechanism. The presumptive taxation approach, which currently helps professionals and small enterprises, will now consider the unique requirements of non-residents working in the electronic industry, lowering their tax compliance burden.
The finance minister stated, “Extending the presumptive taxation scheme to certain non-residents is a strategic step to incentivise foreign participation in India’s growing electronics manufacturing ecosystem. This will not only streamline tax administration but also provide clarity and certainty for global investors,”
With the help of programs like the Production-Linked Incentive ( PLI ) scheme, India is establishing itself as a major global centre for electronics manufacturing at the time of the shift. The government hopes to increase foreign direct investment ( FDI ) and strengthen domestic manufacturing capacity by making tax compliance easier for non-resident investors.
The Finance Bill 2025 is expected to provide specifics about the extended presumptive taxation scheme’s qualifying requirements, appropriate tax rates, and procedural elements.
