The Central Board of Indirect Taxes and Customs (CBIC) has announced the implementation of electronic processing for Bills of Entry and Shipping Bills related to the import and export of gems, jewellery, and machinery samples via personal carriage by air passengers, in a recent press release. The new system will come into effect from 1st May 2025 at designated airports across India, streamlining trade procedures and enhancing ease of doing business.

Gems & Jewellery Exports
Nine airports—Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bangalore, Hyderabad, and Jaipur—will facilitate personal carriage exports under the Handbook of Procedures (HBP) 2023.
Gems & Jewellery Imports
Seven airports—Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, and Jaipur—will permit imports via personal carriage.
Machinery Samples/Prototypes
Four major airports—Bengaluru, Chennai, Delhi, and Mumbai—will allow the movement of samples or prototypes for trade purposes.
The move aligns with the Foreign Trade Policy (FTP) 2023 and aims to simplify cross-border transactions, particularly for the gems and jewellery sector and high-end manufacturing industries. By digitizing documentation, the CBIC seeks to reduce processing delays and enhance transparency.
