Bribery Case: CBI Files Charge Sheet against GST Commissioner

The Central Bureau of Investigation (CBI) filed charge sheet against the GST Commissioner who allegedly received the bribe. Earlier, the state anti-corruption bureau (ACB) in February, arrested Commissioner Sansar Chand, posted in Kanpur, along with eight others in a bribery case.

As per reports, CBI had also registered an FIR against Sansar’s wife in the case. As per PTI, Sansar Chand, a 1986-batch Indian Revenue Service officer, posted as the commissioner, two superintendents of the department, one personal staff and five private people were nabbed by the CBI in a late-night operation spread across Kanpur and Delhi.

CBI has registered a case on 02.02.2018 against a Commissioner (IRS-1986), GST & Central Excise, Kanpur and 3 Superintendents of GST & Central Excise Commissionrate, Kanpur and 6 private persons including a Director of a private firm based at Kanpur (UP)  u/s 120 B of IPC r/w sections 7, 11 & 12 of Prevention of Corruption Act, 1988 on the allegations of criminal conspiracy, illegal gratification, etc. It was alleged that the Commissioner was taking periodic updates from his superintendents, regarding receipt of the illegal gratification from various private parties. It was further alleged that these pertained to either monthly or quarterly payments for not taking action by the Central Excise Department on such private parties and further such collection also pertained, on a case-to-case basis, to the assistance required by various private parties by the Central Excise Department.

Sources told PTI that it’s alleged that the commissioner was a “habitual” offender, taking bribes from businessmen on a monthly and weekly basis, and it was during one such collection of Rs 1.5 lakh last night that he was nabbed. The man who allegedly gave the bribe has also been taken into custody, a source said.

“The investigation revealed that Sansar Chand in criminal conspiracy with others was systematically collecting illegal gratification in lieu of various officials acts in connection to matters pertaining to Central excise department under its jurisdiction in Kanpur,” an official said.

The agency in a late night operation on February 2, 2018, had arrested two superintendents of the department (Ajay Shrivastav, R S Chandel), one personal staff (Saurabh Pandey) and five private individuals, including the owner of Shishu Soaps, in a late-night operation in Kanpur and Delhi.
