The Central Board of Direct Taxes (CBDT) has invited people, businesses, and tax professionals to share their ideas for improving Income Tax Rules and Forms. This step comes after the introduction of the Income Tax Bill, 2025 in Parliament. The Bill is currently being reviewed by a Select Committee, and the government wants to ensure that the new tax rules are simple, clear, and beneficial for everyone.

This effort is part of a larger plan to update and improve the Income Tax Act, 1961. The goal is to make tax rules easier to understand, reduce unnecessary paperwork, and remove outdated regulations. By doing so, the government aims to make it easier for people to file taxes, reduce mistakes, and minimize legal disputes related to tax matters.

Call for Public Consultation

To make the tax system more transparent and user-friendly, CBDT has formed a review committee and is seeking suggestions from the public and industry experts in four key areas:

  • Simplification of Language – Making tax laws easier to understand.
  • Reduction of Litigation – Addressing issues that often lead to disputes.
  • Reduction of Compliance Burden – Minimizing paperwork and complexity.
  • Identification of Redundant/Obsolete Rules and Forms – Removing outdated provisions.

How Can People Share Their Suggestions?

To make the process easy, the CBDT has launched a special online portal where people can submit their ideas. The portal is available at:

Income Tax Comprehensive Review Portal

This online platform has been live since March 8, 2025, and is open to all taxpayers, tax professionals, businesses, and industry experts.

To submit a suggestion, users need to:

  1. Enter their name and mobile number
  2. Verify their identity through an OTP (One-Time Password) sent to their phone
  3. Submit their recommendations

Suggestions should clearly mention which tax rule, form, or section needs to be changed or simplified.

By allowing people to contribute their ideas, the government hopes to create a fair, transparent, and modern tax system. This will help taxpayers save time, reduce confusion, and avoid unnecessary legal trouble.
