CBIC defers Electronic Sealing for Deposit and Removal of Goods from Warehouses [Read Circular]

The Central Board of Indirect Taxes and Customs (CBIC) has deferred electronic sealing for deposit in and removal of goods from customs bonded warehouses.

The customs department has deferred the implementation of mandatory electronic sealing for deposit and removal of goods from customs warehouses after it received representations from stakeholders.

In an official notification dated May 18, 2020, the Central Board of Indirect Taxes and Customs (CBIC) said, “Circular-19/2018-Customs dated 18.06.2018 and Circular 102020-Customs dated 07.02.2020 provided for RFID scaling of goods to be deposited in or removed from Customs Bonded Warehouses. The implementation of these Circulars was deferred, vide Circulars No. 54/2018-Customs dated 31.12.2018 and 20/2020-Customs dated 21.04.2020.”

The customs department had in June 2018 decided that radio-frequency identification (RFID) sealing shall be required on the transport of goods for deposit in a warehouse as well as removal therefrom. Wherever the ‘warehousing regulations’ prescribe the affixing of a ‘one-time lock’, the importer or owner of the goods will have to use RFID anti-tamper one-time-locks.

The circular said that the Board is considering the comprehensive circular and shall be soon placed at the public domain i.e. cbic.nic.in so as to seek suggestions from all the stakeholders before issuance.
