The Central Board of Indirect Taxes & Customs (CBIC) under the Ministry of Finance issued Circular No. 07/2025-Customs dated March 5, 2025, announcing a streamlined process for the import of pet dogs and cats into India. The circular introduces a round-the-clock clearance system at designated ports of entry to facilitate pet owners. The circular is effective immediately.

Under the revised rules, the final No Objection Certificate (NoC) required for quarantine clearance will now be issued directly at the port of entry, eliminating the need for pet owners to visit separate Animal Quarantine and Certification Service (AQCS) stations after arrival. Pet owners must obtain an advance NoC from AQCS by submitting the requisite documents and providing prior intimation of their arrival date and time via email.

Approved Ports for Pet Import
As per the notification, the import of pet dogs and cats is restricted to the following airports and seaports:

Airports: Delhi, Bengaluru, Hyderabad, Kochi
Seaports/Airports: Mumbai, Chennai, Kolkata
The move comes in response to concerns raised by pet owners over the cumbersome post-import clearance process. Previously, owners were required to report to AQCS separately after arrival, leading to delays and logistical difficulties. The new system aims to enhance convenience, ensure animal welfare, and expedite the import process.

Those planning to import pets into India must:
- Obtain an advance NoC from AQCS before travel.
- Submit all required documentation in advance.
- Inform AQCS via email about the expected date and time of arrival.
- Ensure arrival at one of the approved ports for final clearance.
