The Central Board of Indirect Taxes and Customs ( CBIC ) issued Notification No. 49/2024-Customs, extending the concessional duty on imports of yellow peas until February 28, 2025.

The amendment modifies Notification No. 64/2023-Customs which previously allowed concessional duty imports of yellow peas until December 31, 2024. With this extension, the reduced duty rate will remain in effect for another two months, providing relief to importers and consumers.

Concessional customs duty on yellow peas now applies to imports where the Bill of Lading (Shipped on Board) is issued on or before February 28, 2025. Yellow pea imports will continue to be allowed without Minimum Import Price (MIP) conditions and Port restrictions.

Import consignments must be registered under the online Import Monitoring System (IMS) for regulatory compliance, effective immediately. The notification takes effect from December 27, 2024.

Background: India is one of the biggest producers and consumers of pulses, but it sometimes struggles to meet the demand within the country. The government introduced reduced customs duty on yellow peas in December 2023 to address this issue, and this benefit has been extended several times. India mainly imports yellow peas from Russia and Canada, so these measures are important to maintain smooth trade and make the peas affordable for consumers. In the past, yellow peas had a 50% import duty to protect Indian farmers which was introduced in November 2017.

Extract From Notification

“In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), read with section 124 of the Finance Act, 2021 (13 of 2021), the Central Government, being satisfied that it is necessary in the public interest to do so, hereby makes the following further amendments to the notification of the Government of India in the Ministry of Finance (Department of Revenue), No. 64/2023-Customs, dated the 7th December, 2023, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 884(E), dated the 7th December, 2023, namely:

1. In the said notification, in the Table, against S. No. 1, in Column (4), for the words and figures “31st day of December, 2024,” the words and figures “28th day of February, 2025” shall be substituted.

2. This notification shall come into force from the 27th day of December, 2024.”
