CBIC issues Advisory on Updation of Express Cargo Clearance System Post Union Budget 2024-25
Following the Union Budget presentation on February 01, 2024, the filing of commercial Courier Bills of Entry (CBEs), specifically CBE-XIII and CBE-XIV, would not be available from 17:00 hours onwards on the same day until the completion of ECCS updation

The Office of the Additional Director General (Systems), West Zonal Unit, New Custom House, Ballard Estate, Mumbai, has issued Advisory No. 03/2024 dated January 29, 2024, concerning the anticipated changes in the Express Cargo Clearance System ( ECCS ) following the presentation of Union Budget 2024-25 in the Parliament on February 01, 2024.
The advisory outlined that, in line with the Budgetary modifications, Customs Notification and Tariff Directories would undergo an update in ECCS. Referring to ICES Advisory 01/2024 dated January 16, 2024, the office emphasises the importance of staying informed about the changes and updates post the budget presentation.
Following the Union Budget presentation on February 01, 2024, the filing of commercial Courier Bills of Entry (CBEs), specifically CBE-XIII and CBE-XIV, would not be available from 17:00 hours onwards on the same day until the completion of ECCS updation. However, other ECCS services would continue unaffected, and the system would remain accessible for officers for various functions.
While Courier Shipping Bill (CSB) filing and assessment would proceed as usual, stakeholders are advised to monitor relevant CSBs granted Let Export Order (LEO) after February 01, 2024, until online directory changes are made. Any changes in Export Duty, Export Cess, or other export-related levied in the budget should be manually collected until the online updates are completed.
For CBEs filed before 17:00 hours on February 01, 2024, processing would continue normally. Still, field formations are instructed to track prior Bills of Entry filed on or before this date for any duty liability changes before the issuance of Out of Charge (OOC).
The System will be accessible only after the necessary updates are implemented in ECCS based on the Budgetary changes. The trade community is advised to plan the clearance of their CBEs considering the outlined timelines.
This advisory has been issued with the approval of the Additional Director General, Systems, WZU, Mumbai. Stakeholders are urged to stay informed and comply with the outlined procedures for a seamless transition in ECCS following the Union Budget 2024-25.
