The Central Board of Indirect Taxes and Customs (CBIC) vide circular no. 19/ 2023-Customs dated August 02, 2023 has released a circular regarding the extension of the automatic LEO (Let Export Order) facility in ECCS (Express Cargo Clearance System).
The attention was sought to Circular 41/2020-Customs, which introduced the Automatic Let Export Order (auto LEO) feature in the Express Cargo Clearance System (ECCS). This feature applies to Courier Shipping Bills (CSB) that were not flagged by the risk management system (RMS) and subsequently passed the Customs X-ray scanning process for clearance.
After consulting with stakeholders, the Board analyzed measures to improve the ease of doing business. One area identified for enhancement is the expansion of the auto LEO facility.
It has been determined that the auto LEO facility will now be extended to CSBs (Courier Shipping Bills) marked for 'assessment only' after X-ray clearance, as long as the CSB has been cleared under assessment, and there is no requirement for further examination. The Systems Directorate has verified the implementation of necessary technical modifications in the ECCS export workflow to enable this change.
The DG Systems will release an Advisory providing guidance on the implementation of the aforementioned decision. Additionally, the field formations are urged to issue appropriate Public Notices and Standing Orders to provide direction to stakeholders and officers in this matter.
