The Central Board of Indirect Taxes and Customs (CBIC) has issued Notification No. 39/2025-Customs (N.T.) dated 30th May 2025, formally reassigning the adjudication of approximately 700 pending customs appeals to the Commissioner of Customs (Appeals), Mumbai Customs Zone-I.
This reassignment empowers the Commissioner of Zone-I to exercise the powers and duties originally vested in the Commissioner of Customs (Appeals), Mumbai Zone-II. The appeals are filed in the year of 2022 and 2023.

The purpose of this decision is to expedite and simplify the resolution of an extensive backlog of appeal cases. It was made using the authority granted by Sections 3, 4, and 5 of the Customs Act, 1962. A comprehensive table of the individual appeals, including filing dates, appellant names, and any related Order-in-Original or Bill of Entry references, is included in the notification.
It is anticipated that this reallocation will increase administrative effectiveness and decrease pendency, guaranteeing quicker decision-making and relief for parties involved in customs litigation. In order to guarantee proper representation and follow-up before the newly appointed authority, tax professionals and appellants participating in these proceedings should be aware of this reassignment.
