The Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance has made an important change to the notification about new rules for postal imports.
Earlier, it was said that the new rules would begin on the date they were published in the official government gazette. But now, the CBIC has issued a correction. According to the corrigendum, the rules will not start from the date of publication. Instead, they will begin from a date that will be announced separately in the future.

This change was made through a corrigendum published in the Gazette of India on April 2, 2025. The original notification was published on March 28, 2025.
“Government of India, Ministry of Finance (Department of Revenue) Notification No. 18/2025- (N.T.), dated 28th March, 2025, published under G.S.R. 1516(E), dated 28th March, 2025, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), on page 1, in line 13, for the words “from the date of their publication in the Official Gazette”, the words “They shall come into force with effect from the date to be notified.” shall be read.”
Importers and businesses using postal services to bring goods into India will need to wait for a fresh notification from the government to know when the new rules will actually come into effect.
Key provisions in the Regulation include:
- Applicability to goods arriving through notified Foreign Post Offices.
- Exclusions include perishables, animals, plants, precious metals and stones, and goods under export promotion schemes.
- Customs declarations via Forms CN 22, CN 23, or CP 72 will serve as the import entry.
- India Post must submit an electronic list (Form-I) of incoming parcels daily.
- For non-personal imports, a Postal Bill of Import (Form-II) must be filed electronically by the importer or their authorised agent.
