CBIC Releases Guidelines for Reviewing G-Card Holder Requirements at Customs Stations

The Central Board of Indirect Taxes and Customs ( CBIC ), vide instruction No.12/2024-Customs dated 1st May 2024 has released the guidelines for reviewing G- Card Holder requirements at Customs Stations. The Principal Chief Commissioner or Chief Commissioner of Customs will review the G-Card requirements.
The board sought attention to Regulation 13 of the Customs Brokers Licensing Regulations ( CBLR ), 2018, which allows Customs Brokers to engage or employ individuals based on business volume at Customs stations. Sub-regulation 5 mandates these employed individuals to pass an examination conducted by the Deputy/Assistant Commissioner of Customs within four attempts, leading to the issuance of an identity card (Form-G or Form-H) valid for five years.
Recently, the board received requests from field formations and stakeholders to establish a periodicity for the G-Card examination, aiming to standardise practices across Customs stations.
Upon thorough examination, the CBIC decided that the Principal Chief Commissioner or Chief Commissioner of Customs will conduct an annual review of G-Card requirements at each Customs station under their jurisdiction during Customs Clearance Facilitation Committee ( CCFC ) meetings, involving stakeholders. The outcome of these reviews will also be discussed in Customs Consultative Group ( CCG ) meetings.
G-CARD HOLDER
A G-Card holder is an individual who has successfully completed the examination administered by the Deputy/Assistant Commissioner of Customs and has been granted an identity card in either Form-G or Form-H according to Regulation 13 of the Customs Brokers Licensing Regulations (CBLR), 2018, which allows the holder to engage in customs brokerage activities, facilitating the clearance of import and export consignments through customs procedures.
