The Central Board of Indirect Taxes and Customs (CBIC) is gearing up to introduce a groundbreaking application called 'Samay.' This innovative tool is specifically designed to revolutionise the handling of tax appeals by providing timely alerts to tax officials, thereby expediting the resolution process.

'Samay' aims to streamline the monitoring of all cases under litigation, spanning from adjudicating officers to the Customs, Excise, and Service Tax Appellate Tribunal (Cestat), and reaching up to the High Courts.

The application's comprehensive functionality includes compiling pending orders at different levels and offering a bird's-eye view of review orders, whether they are in progress at various stages or awaiting processing at the commissionerate level. The overarching objective is to significantly reduce the time taken for litigation, as affirmed by CBIC officials.

The official launch of the 'Samay' app took place during the National Coordination Meeting held last month, and it is slated to be accessible to officials from January 15. The application provides a succinct summary of all cases and rulings, serving as an invaluable resource for officials seeking guidance on the legal intricacies of specific demands.

To further enhance operational efficiency, the app allows zonal heads to monitor the time taken by their teams to dispose of cases. Automated reminders will be issued on a monthly basis to ensure timely follow-ups. The core focus of this technological initiative, as highlighted by the aforementioned official and reported by ET, is to expedite case resolutions and minimise litigation timelines.

In scenarios where the department raises a claim against a GST payer, individuals have the option to contest the claim through a multi-stage process. This process commences with the adjudicating officer, progresses to the appellate authority (commissioner of appeals), and potentially escalates to tribunals. The initiative aligns with a broader strategy to bring about a more efficient and transparent tax appeal resolution system.
