The Central Government has constituted the Drawback Committee for 2025, tasked with reviewing and recommending revised duty drawback rates to boost India’s export competitiveness. The committee, comprising retired senior bureaucrats and customs officials, will submit its report by August 1, 2025, with possible supplementary recommendations within a month of new rates being notified. 

Committee Composition 

The five-member panel, chaired by Shri G.K. Pillai, former Secretary to the Government of India, includes: 

- Shri Y.G. Parande, ex-Special Secretary, CBEC 

- Shri Gautam Ray, retired Chief Commissioner of Customs 

- Shri Neeraj Kumar Gupta, former Secretary, GoI 

- Shri S.R. Baruah, ex-Principal Chief Commissioner of Customs 

Key Responsibilities 

The committee will: 

1. Engage Stakeholders: Consult ministries, export councils, and trade bodies to assess All Industry Rates (AIRs) under the Duty Drawback Scheme. 

2. Revise Duty Rebates: Recommend updated AIRs/caps, factoring in Budget 2025’s tax changes and global trade dynamics. 

3. Align Schemes: Propose parameters to integrate duty drawback with DGFT’s Advance Authorization Scheme (for duty-free fabric imports in garment exports). 

Methodology & Timeline 

- Field Visits & Deliberations: Study production processes and hold stakeholder meetings. 

- Transparent Calculations: Submit detailed worksheets justifying proposed rates. 

- Reporting: Main report by August 1, 2025; supplementary review by September 2025 if needed. 

Operational Details 

- Members will receive a sitting fee of ₹5,000/day and TA/DA for outstation meetings. 

- The Drawback Division will provide logistical support, funded under the Department of Revenue’s budget. 

Why It Matters 

The Duty Drawback Scheme refunds taxes on inputs used in export goods, critical for maintaining India’s export competitiveness. The committee’s recommendations will address post-Budget tax adjustments and industry demands, ensuring exporters remain viable amid global headwinds.
