Central Govt Imposes Customs Anti-Dumping Duty on 'Meta Phenylene Diamine' from China for a Period of 5 Years [Read Order]

The Central Government, vide notification no. 01/2024 Customs (ADD) dated 15th January 2024 imposed Anti Dumping Duty ( ADD ) on 'Meta Phenylene Diamine' from China. The government has imposed $1.50 per MT on Producer Zhejiang AminoChem Co., Ltd and $1.71 per MT on other producers other than mentioned.

The anti-dumping duty mentioned in this notice will last for five years (unless changed, cancelled, or updated before that) starting from the day this notice is published in the Official Gazette (i.e. 15th January 2024) . The duty must be paid in Indian currency.

In the matter of review of anti-dumping duty on imports of the subject goods, originating in or exported from the subject country, the designated authority in its final findings, published vide notification number 7/06/2023-DGTR, dated the 23rd October, 2023, published in the Gazette of India, Extraordinary, Part-I, Section 1, dated the 23rd October, 2023, has come to the conclusion that-

1. the imports from the subject country have remained substantial in absolute terms as well as relative to the domestic industry’s production and in the Indian demand, even though the volume has declined slightly since the original investigation;
2. the production, sales, capacity utilisation of the domestic industry is adversely impacted on account of dumped imports;
3. dumped imports from subject country are causing injury to the domestic industry;
4. there is likelihood of not only continuation but also intensification of dumping and consequent injury to the Indian industry in the event of cessation of the existing anti-dumping duties at this stage,

and has recommended continued imposition of the anti-dumping duty on imports of the subject goods, originating in or exported from the subject country, in order to remove injury to the domestic industry.
