The Directorate General of Foreign Trade (DGFT) vide notice no. 17/2023 and 18/2023 issued a procedure for allocation of quota to export wheat, wheat flour, maida and broken rice to Bhutan and Mali on humanitarian and food security grounds.
The request for wheat, wheat flour, maida/semolina, and broken rice from Mali and Bhutan was received by the government. The competent authority has granted the requests submitted by the governments of Mali and Bhutan to import 1,00,000 metric tonnes and 48,804 metric tonnes, respectively, of broken rice from India during the fiscal years 2023–2024.
Government of India vide Notification No. 06/2015-20 dated 13.05.2022 prohibited export of wheat. Export of Wheat or Meslin Flour (Atta), Maida, Semolina (Rava/Sirgi), Wholemeal atta ad resultant attal under HS code 1101 was prohibited vide Notification No. 30 dt. 27.08.2022.
The following requests from Government of Bhutan have been approved by the
competent authority:-
“Export of 14, 184 Metric Ton of Wheat Grain ; 5326 Metric Ton of Wheat Flour (Atta); 15,226 Metric Ton of Maida/Semolina; to Bhutan in FY 2023-24.”
Also, Government of India amended the export policy of broken rice under HS Code 1006 40 00 from ‘Free’ to ‘Prohibited’ vide Notification No.31/2015-2020 dated 8th September, 2022.
The Government of India further amended the export policy of broken rice vide Notification No.07/2023 dated 24th May, 2023 incorporating the following policy condition:
“Export will be allowed on the basis of permission granted by the Government of India to other Countries to meet their food security needs and based on the request of their Government”
The request received from the Government of Mali and Government of Bhutan for import of 1.00 Lakh Metric Ton and 48,804 Metric Ton, respectively, of broken rice from India during the FY 2023-24 have been approved by the competent authority.

Accordingly, applications are invited from exporters of rice for allocation of quota. In order to maintain objectivity and utmost transparency in allocation of the quota, the mode of allocation is decided as under:-

Based on the above mode of allocation, the procedure to apply for the export authorization under approved quota is outlined as below:-
You have to submit the documents accordingly. If you choose to export wheat, wheat flour and maida to Bhutan, then submit the documents regarding the same. Otherwise documents of the Broken rice to both Bhutan and Mali.
