DEA’s Infrastructure Finance Secretariat Conducts Workshop on PPP Project Structuring Toolkit for Roads and Highways

The Infrastructure Finance Secretariat (IFS) in the Department of Economic Affairs (DEA), Ministry of Finance (MoF), conducted a two-day workshop on November 16th-17th, 2023, in New Delhi. This hybrid mode workshop aimed to sensitize Project Sponsoring Authorities (PSAs) in the roads and highways sector on effectively structuring Public-Private Partnership (PPP) projects using the web-based PPP structuring toolkit. Over 70 representatives from both the Centre and State/UT Governments actively participated in the event.

Acknowledging the inherent challenges in PPP projects, the IFS has developed PPP Structuring Toolkits, providing web-based tools to assist Project Sponsoring Authorities in evaluating project viability for PPP mode.

The workshop, the first in a series for disseminating these toolkits, was inaugurated by Shri Ajay Seth, Secretary, DEA, MoF. Secretary (DEA) underscored the crucial role of infrastructure and the necessity of creating a portfolio of viable projects to propel India towards higher growth. He emphasized that PSAs should identify opportunities to transition from Engineering, Procurement, and Construction (EPC) mode to PPP mode for infrastructure delivery.

Mr. Antony Cyriac, Adviser, DEA, highlighted the contribution of infrastructure development to GDP growth. Ms. Preeti Jain, Director, DEA, stressed the importance of appropriately structuring PPP projects due to their inherent complexities.

The workshop provided participants with an overview and objectives of the toolkit through case studies, detailing its five integral tools:

  1. Suitability Filter
  2. Family Indicator Tool
  3. Mode Validation Tool
  4. Financial Viability Indicator
  5. Value for Money Indicator tool

Additionally, the Contingent Liability Toolkit, offering a hands-on approach for estimating potential pay-outs due to various contingencies, was showcased and discussed.
