DGFT adds Adani Gangavaram Port for Import of Metallic Waste and Scrap without PSIC [Read Notification]

The Directorate General of Foreign Trade ( DGFT ) has introduced amendments through Public Notice No. 43/2023 dated February 14, 2024, to Para 2.51 of the Handbook of Procedures, 2023. These changes include the addition of Adani Gangavaram Port to the list of designated sea ports for scrap import and Pre-Shipment Inspection Certificate (PSIC) exemption.

This decision extends the PSIC exemption to metallic waste and scrap from safe countries at a total of 11 ports, including Gangavaram, effectively increasing the number of ports to 19 for such imports.

In accordance with the powers conferred under Para 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, as amended, the DGFT has amended Para 2.51 (d)(iv) and Para 2.51 (d)(v)(iv) of the Handbook of Procedures (HBP), 2023. These amendments specifically insert Adani Gangavaram Port into the designated sea ports list for scrap import and PSIC exemption for metallic waste and scrap originating from safe countries/regions.

The amended sub-para 2.51 of the HBP, 2023 will now include Adani Gangavaram Port among the designated ports for scrap import, alongside the existing list of 18 ports. Similarly, amended Para 2.51 (d)(v)(iv) outlines the exemption of PSIC requirement for metallic waste and scrap from safe countries/regions, including the USA, the UK, Canada, New Zealand, Australia, and the EU, if consignments are cleared through eleven designated ports.

Import consignments from these countries/regions must be accompanied by a certificate from the supplier or scrap yard authority, confirming the absence of radioactive materials or explosives. However, they will still undergo radiation and explosive checks through portal monitors and container scanners at these ports. It’s important to note that this facility is not applicable for trans-shipments through these countries/regions.

Import consignments arriving through the remaining eight ports will be subject to PSIC, irrespective of the country of origin. These amendments aim to streamline the import process for metallic waste and scrap while ensuring compliance with safety standards and regulations.
