The Ministry of Commerce & Industry, through the Directorate General of Foreign Trade (DGFT), has issued Public Notice No. 53/2024-2025 dated March 25, 2025, announcing amendments to ANF-4J, the application format for obtaining Diamond Imprest Authorisation (DIA) under the Handbook of Procedures (HBP) 2023.

The changes have been made by exercising powers under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023.

New Declarations in ANF-4J

The public notice mandates the inclusion of four new declarations in ANF-4J, which are now compulsory for all applicants seeking DIA. These are to be inserted after the existing Declaration No. 6.

As per the notification:

The public notice introduces four new mandatory declarations in the application form for DIA, inserted after the existing Declaration No. 6. These include:

  1. Eligibility Declaration – Applicant must hold a valid Two Star Export House or higher status.
  2. Tax Compliance – Confirmation of filing all applicable Income Tax Returns (ITR) and GST returns.
  3. Usage Condition – Agreement to abide by the Pre-Import and Actual User Conditions.
  4. First Application Statement – Declaration that the current submission is the applicant's first application for the financial year.

And, the previous Declaration No. 7 has been renumbered as Declaration No. 11.

The updated ANF-4J form is intended to strengthen procedural compliance and transparency in the gem and jewellery export sector, specifically for diamond importers applying under the Diamond Imprest Authorisation scheme.
