The Directorate General of Foreign Trade (DGFT) has amended the Category 5B of Appendix 3 (Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) Items) through vide notification 14/2023 published on 23rd June 2023. The DGFT had liberalised and simplified the drone export policy.
A drafted policy revision of Category 5B of the SCOMET List and the General Authorization for Export of Drones/UAVs (Excluding Software and Technology) for particular types of drones/UAVs is proposed with the purpose of streamlining the policy of Unmanned Aerial Vehicles (UAVs)/Drones under the SCOMET list in August 2022 and now it has been amended after considering the suggestions from the stakeholders.
The drone/UVA export policy will be streamlined and liberalised as a result of the revision. The classification of UAVs has been reclassified as a result of the recent revision that replaced Category 5B of Appendix 3.
Additionally, it distinguished between the entire UAV stated under Category 5B(i) and 5B(ii). Regardless of their intended purpose, cruise missile systems are listed individually under subcategory 6A004 (Munitions List).
The Category 5B(i) states that a complete unmanned aerial vehicle systems (including cruise missile systems, target drones, exclusive delivery drones, drones with encrypted/satellite communication, drones with, explosive/warhead/electronic warfare payload capability and reconnaissance drones) or any technology or software related to it.
Further, the Category 5B(ii) included unmanned aerial vehicle systems such as reconnaissance and other drones, remotely piloted air vehicles, and autonomous programmable vehicles that are not specified above.
The amendment also included the, associated launchers and ground support equipment, Related equipment for command and Control, Lightweight Turbojet and turbofan engines (including turbo compound engines), Ramjet, Scramjet, pulse jet, combined cycle engines, including devices to regulate combustion, and specially designed, Safing, arming, fusing and firing mechanisms for weapons or warhead..etc.
The DGFT informed through the notification that the detailed procedures of GAED will be notified separately.
