The Directorate General of Foreign Trade (DGFT) notified the amendment of the export policy conditions of Non-basmati and basmati rice of Serial No. 55 & 57 of chapter 10 under Schedule 2 of ITC (HS) export policy.
The Central Government amended the Export Policy of Basmati (Dehusked Brown), semi- milled, milled that in either par boiled or raw condition and Non-Basmati rice with immediate effect in accordance with the authority granted by Section 3 of the Foreign Trade (Development & Regulation) Act, 1992, as amended, read with paragraph 1.02 of the Foreign Trade Policy, 2023.
The export policy of non-basmati rice stated that export to EU Member State and European countries namely United Kingdom, Liechtenstein, Iceland, Norway and Switzerland permitted subject to issue of Certificate of Inspection by Export Inspection Council (EIC) / Export Inspection Agency (EIA).
The revised policy condition of Non-basmati rice and Basmati rice stated that the Certificate of Inspection by the Export Inspection Council/ Export Inspections Agency shall not be mandatory for export to remaining European countries with effect from the date of this notification for a period of six months. The new policy substituted the words ‘ with effect from January 1st 2023’.
Only deliveries to the United Kingdom, Liechtenstein, Iceland, Norway, and Switzerland are required to have a mandatory inspection certificate, according to the policy’s terms and conditions. The remaining states, however, do not require the same for the period of 6 months from the date of this notification.
The Non-basmati rice covered tariff item (HS) Code 1006 2000, 100630, 1006 3010, 1006 3090, 1006 40 00 and the tariff code of basmati rice is 1006 3020.
The current notification modifies the previous notification No. 27/2015-2020, dated August 17, 2022, in that only exports of rice (basmati and non-basmati) to EU member states and other European countries, namely Iceland, Liechtenstein, Norway, Switzerland, and the United Kingdom, will now require a certificate of inspection from the EIA/EIC.
Additionally, for a period of six months beginning on the date of this notification, exports to the remaining European nations will not require a Certificate of Inspection from the Export Inspection Council or Export Inspection Agency. Therefore, the effect of the notification remains for the following six months.
