The Directorate General of Foreign Trade (DGFT) has implemented measures to oversee the export of unworked human hair, as outlined in Notification No. 51/2015-2020 issued on January 25, 2022.

Accordingly, exporters must utilise DGFT’s ECOM system to submit online applications for export authorization between February 16 and February 29, 2024, for the fiscal year 2024-25. Notably, the export of unworked human hair is now governed by a Minimum Export Price (MEP) of USD 55000/MT.

The Notification No. 51/2015-2020, issued on January 25, 2022, amended the export policy of unworked human hair, categorizing it as ‘Restricted’ under S.No.38 B, HS Code 0501, Chapter 05 of Schedule 2 of the ITC (HS) Export Policy, from its previous classification as ‘Free’.

It is important to note that the DGFT retains the right to determine or modify the modalities of distribution and allocation based on the applications received. Additionally, applications that are incomplete, received via email or post, or submitted after the specified deadline will not be considered.

To streamline the issuance of export authorizations for human hair during the fiscal year 2024-25, subject to the Minimum Export Price (MEP) of USD 55000/MT, the following procedure for applying for export authorization has been established:

  1. Export of human hair under HS Code 0501 of Chapter 05 of ITC (HS), 2018, Schedule – II (Export Policy) will be allowed for the period from April 01, 2024 to March 31, 2025, for the year 2024-25.
  2. Exporters can apply online through DGFT’s ECOM system for Export Authorizations (Non-SCOMET Restricted Items) (Please refer to Trade Notice No.03/2021-22 dated May 10, 2021. There is no need to send a hard copy of the application via mail or post).
  3. Online applications for export of human hair under HS Code 0501 filed from February 16, 2024 to February 29, 2024 will only be considered.
  4. All the applications will be examined as per the Para 2.72 of Handbook of Procedure, 2023.
  5. Only 1 application per IEC will be considered during this period.
