The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade (DGFT), issued Public Notice No. 08/2025-26 dated 30 May 2025, announcing the enlistment of the Ayush Export Promotion Council (AYUSHEXCIL) under Appendix 2E of the Foreign Trade Policy (FTP) 2023 as an agency authorized to issue Certificates of Origin (Non-Preferential).
Exercising powers conferred under paragraph 2.04 of FTP 2023, the DGFT has formally designated AYUSHEXCIL as one of the recognized authorities for issuing non-preferential certificates with immediate effect. This certificate is a critical document for exporters to certify the origin of their goods when they do not qualify for tariff benefits under any preferential trade agreement.
AYUSHEXCIL, the Ayush Export Promotion Council, was established by the Ministry of Commerce and Industry to promote the export of products and services related to Ayurveda, Yoga, Naturopathy, Unani, Siddha, Sowa-Rigpa, and Homoeopathy (AYUSH).

The Council acts as a facilitator between the government and the AYUSH industry, helping Indian exporters expand globally through policy support, export guidance, and market intelligence. As per the notice, AYUSHEXCIL has been added at Serial No. 19 (Delhi) in Appendix 2E to the Appendices & Aayat Niryat Forms of FTP 2023, which lists agencies authorized to issue Certificates of Origin (Non-Preferential).
Effect of the Notification:
The notification enables exporters of AYUSH products to obtain Certificates of Origin directly from AYUSHEXCIL, ensuring faster processing, sector-specific support, and enhanced compliance with international trade regulations. This step also aligns with the government’s continued focus on expanding the global footprint of Indian traditional healthcare and wellness systems.
