The Directorate General of Foreign Trade ( DGFT ) has expanded the Global Authorization for Intra-Company Transfer ( GAICT ) policy, enhancing the export and re-export processes for SCOMET items, including software and technology, vide Public Notice no. 26/2024-25 dated 7th October 2024.
This amendment, detailed in Appendix 10M of Paragraph 10.15 of the Handbook of Procedures ( HBP ) 2023, aims to include additional items under the GAICT policy. In exercising its authority under Paragraph 1.03 and Paragraph 2.04 of the Foreign Trade Policy ( FTP ) 2023, the DGFT has issued a public notice announcing the immediate effect of these amendments.

The amendment has expanded coverage of items eligible for the GAICT policy, specifically for the export and re-export of SCOMET items categorised under Category 8. This expansion allows for the inclusion of new items, thus liberalising the policy and making it easier for companies to transfer SCOMET items, software, and technology within their corporate structure. The revised provisions specifically apply to the countries listed in Table I of Paragraph 10.15 of the HBP 2023.
