The Directorate General of Foreign Trade ( DGFT ) has taken a significant step towards enhancing import monitoring by introducing the Melon Seeds Import Monitoring System. Through notification no. 02/2024 dated 9th April, 2024, this system aims to streamline the importation process of melon seeds while ensuring regulatory compliance and transparency.

Under the Melon Seeds Import Monitoring System (MS-IMS), importers are required to adhere to specific procedures for registration of import consignments. Here’s a breakdown of the process:

Online Application: Importers can apply for registration under MS-IMS through the DGFT website. By navigating to ‘Services’ -> ‘Import Management System’ -> ‘Services under Import Monitoring System’ -> ‘Melon Seeds & Yellow Peas Import Monitoring System,’ importers can submit their applications electronically.

Automatic Registration Number: Upon submission of advance information in MS-IMS and payment of a nominal fee of Rs. 500/-, importers will be issued an Automatic Registration Number. This number serves as confirmation of their registration under the system.

Timeframe for Registration: Importers must complete the MS-IMS registration within 10 days from the date of the Bill of Lading (Shipped on Board).

Country and Port Specific: Each Automatic Registration Number is valid for a specific country of origin and port of import. However, it can be utilized for any number of import consignments.

Bill of Lading Details: During registration, importers must declare Bill of Lading (Shipped on Board) details. Multiple Bill of Lading details can be specified under a single MS-IMS registration. It’s mandatory to upload copies of all Bills of Lading, with the option to mask the exporter details if desired.

Import Clearance Requirements: Upon import clearance, importers must provide the MS-IMS Automatic Registration Number details to the customs port authorities. Additionally, a valid FSSAI Manufacturer License for Melon Seeds, in accordance with FSSAI Order RCD-12005/1/2021-Regulatory-FSSAI-Part(2) (E-1638) dated 15.03.2024, must be submitted. By implementing the Melon Seeds Import Monitoring System, DGFT aims to enhance oversight and ensure compliance with regulatory standards throughout the importation process. Importers are encouraged to familiarise themselves with the requirements and procedures outlined by the system to facilitate smooth and efficient import operations
