The Directorate General of Foreign Trade ( DGFT ), through Notification No. 59/2023 dated February 12, 2024, has made amendments to the import policy, incorporating Mundra Port and ICD Garhi Harsaru as authorized entry points for importing new vehicles. This expansion of permitted ports and Inland Container Depots ( ICDs ) increases the existing list from 16 to 18 under Chapter 87 of the ITC ( HS ) 2022.
Effective immediately, new vehicles can be imported through these additional locations, aligning with the provisions outlined in the Foreign Trade Policy 2023.
In accordance with the authority vested by Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and in conjunction with paragraph 1.02 and 2.01 of the amended Foreign Trade Policy 2023, the Central Government has modified import policy condition 2 (II) (d) of Chapter 87 of the ITC (HS) 2022, Schedule 1 ( Import Policy ), with immediate effect:
Mundra Port and ICD Garhi Harsaru are now included in the existing roster of 16 ports and ICDs permitted for the import of new vehicles under Policy Condition 2(II)(d) of Chapter 87 of the ITC ( HS ) 2022, Schedule 1 (Import Policy). Consequently, Policy Condition 2(II)(d) of Chapter 87 has been updated accordingly.
The import of new vehicles shall be permitted only through the following Customs ports:
- Seaports- (i) Nhava Sheva, (ii) Mumbai, (iii) Kolkata, (iv) Chennai, (v) Ennore, (vi) Cochin, (vii) Kattupalli, (viii) APM Terminals Pipavav, (ix) Krishnapatnam, (x) Visakhapatnam, (xi) Mundra
- Airports- (xii) Mumbai Air Cargo Complex, (xiii) Delhi Air Cargo, (xiv) Chennai Airport; and
- ICDs- (xv) Talegaon Pune, (xvi) Tughlakabad, (xvii) Faridabad, (xviii) Garhi Harsaru
