The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Trade Notice No. 04/2025-26 dated April 29, 2025, inviting comments from exporters, industry stakeholders, and trade associations on the proposed alignment of the Schedule-II (Export Policy) of ITC(HS) 2022 with recent amendments introduced through the Finance Act, 2025.

The move follows changes made to the First Schedule of the Customs Tariff Act, 1975, as updated by the Finance Act. These include revised Chapter Notes, Harmonized System (HS) codes, and product descriptions, which now require harmonization with India’s export policy framework.

In accordance with Para 1.07A of the Foreign Trade Policy ( FTP ) 2023, which mandates stakeholder consultation before making policy changes, DGFT has enclosed two annexures with the notice:

  • Annexure-I outlines changes to Chapter Notes, such as definitions for GI-recognized rice, makhana, and chemical classifications.
  • Annexure-II details specific product code deletions, additions, and modifications, including new conditions for export of agricultural products and agrochemicals, especially to European Union and associated countries.

The notice stated that stakeholders must submit their views within seven days from the date of issuance. Responses are to be sent via email to export-dgft@nic.in.

The changes could have huge implications for exporters of agro-products, chemicals, fertilizers, pesticides, and GI-tagged goods, and are seen as part of the government’s effort to streamline export classifications in line with global standards.

The trade notice was issued with the approval of the Competent Authority and signed by Md Moin Afaque, Joint Director General of Foreign Trade.
