The Directorate General of Foreign Trade (DGFT) vide trade notice no. 22/2023 has issued final notice for on-boarding on the common platform for the mandatory electronic filing of preferential Certification of Origin (CoO) up to 31st August 2023.
According to the notice, the Directorate, vide Trade Notice No. 27/2022-2023 dated 28.03.2023, has extended the transition period up to 31st December 2023 for mandatory filing of applications for Non-Preferential Certificate of Origin through the e-CoO Platform.
Since February 19, 2021, the Directorate General of Foreign Trade (DGFT) has been highlighting the designated Agencies/chambers listed under Appendix-2E, as communicated through Trade Notice No. 42/2020-2021. The notification aims to encourage these entities to register on the electronic platform for Certificate of Origin (COO) at the following URL: https://coo.dgft.gov.in. This initiative seeks to establish an electronic, contactless single window system for handling processes related to the Certificate of Origin.
However, it has been noted that despite various Trade Notices issued in the past and latest on 28.03.2023, a few enlisted Agencies/chambers have still not started the process of on- boarding which defeats the purpose of initiating the online system.
In connection with this matter, the directorate has conveyed that the timeframe for obligatory submission of applications for Non-Preferential Certificate of Origin (COO) via the e-CoO Platform will remain in effect until December 31, 2023 (allowing manual/paper COO applications until then).
However, the Agencies/chambers listed under Appendix-2E are hereby presented with a final opportunity to register on the electronic COO platform, but this must be completed by August 31, 2023, exclusively. This provision aims to offer ample time for these onboarded agencies to smoothly transition to the online system and to carry out awareness initiatives for their members to shift to the online system prior to December 31, 2023.
Accordingly, all Agencies/chambers as notified under Appendix-2E, who have still not on-boarded on the e-CoO Platform, are required to ensure that their on-boarding process is completed at the earliest and no later than 31st August 2023 failing which these agencies/chambers shall be de-notified from Appendix 2E.
