DGFT issues notice regarding process of EOP Extension and Issuance of EODC for Advance Authorization

The Directorate General of Foreign Trade (DGFT) has issued a notice in relation to the process of extension of Export Obligation Period (EOP) and the issuance of Export Obligation Discharge Certificate (EODC) for Advance Authorisation for Annual Requirement on 23rd June 2023.

The attention was directed towards the previous Trade Notice No. 01/2023-24 issued in April 2023 and Trade Notice No. 24/2022-23 issued in January 2023. These notices highlighted the availability of an online feature for Advance Authorization (AA) / Export Promotion Capital Goods (EPCG) authorization holders to update the closure/redemption status of manually issued EODC (Export Obligation Discharge Certificate) on the DGFT website (https://www.dgft.gov.in) in case any discrepancies were observed on the DGFT portal.

Based on the instructions, it is officially announced that tangible files for Annual Advance Authorization should be delivered to the appropriate Regional Authority (RA) of the DGFT for redemption.

On approval, the Authorisation holders may submit Closure/EODC Status Update request online to RA for updation as follows -

  1. May navigate to DGFT website Authorisation>Annual Advance Authorisation Closure/EODC Status update.

The applications will be reviewed in accordance by the Regional Authorities, and any physical correspondence with the applicant will be documented online in the correspondences area of the DGFT web portal.

It was mentioned that “All applications for EOP extension of Advance Authorisation for Annual Requirement shall be submitted physically to the concerned RA and the same shall be processed manually.”

Recently, the public notice modifying Section 4.42 of the Manual of Procedures has been released by the Director General of Foreign Trade (DGFT). The authority has the right to occasionally make changes if they deem them essential as mentioned in para 1.03 and 2.04. Under Para 4.42 of Handbook of Procedures (HBP) 2015-2020, a new sub-para (j) is added. The notice also stated that no refund of the earlier paid Composition Fee shall be admissible.
