DGFT Issues Procedure for Import Management System on Restricted IT Hardware
The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry issued a Circular on December 11, 2024, announcing a new Import Management System (IMS) for restricted IT hardware for the calendar year 2025.
The circular details procedures for importing restricted items such as laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers under HSN 8471.

This policy outlines a series of notifications including those issued in August and October 2023, which classified these IT products as "restricted" for import. The previous import management procedures outlined in Policy Circular 06/2023-24 and extended till December 31, 2024, will now transition to the new system.
The procedure for importing restricted IT hardware in 2025 is detailed below:
- Application Submission: Importers must apply for Import Authorization through the DGFT website using the Import Management System.
- Application Window: The portal will be open for applications from December 13, 2024, to December 15, 2025.
- Authorization Validity: Import authorizations issued will be valid until December 31, 2025.
- Multiple Applications: Importers can submit more than one application during the year.
- Amendments to Authorizations: Any changes needed to the authorization can be requested on the DGFT website while it is still valid.

Extract from Policy Circular No. 09/2024-25, Dated December 11, 2024
Subject: Procedure for implementation of Import Management System for import of restricted IT Hardware (viz. Laptops, Tablets, All-in-one Personal Computers, Ultra small form factor computers and Servers under HSN 8471) for the calendar year 2025 - reg.
Attention is drawn to DGFT Notification No. 23/2023 dated 03rd August 2023 read with Notification No. 26/2023 dated 4th August 2023 and Notification No. 38/2023 dated 19th October 2023, whereby Import of IT Hardware (viz. Laptops, Tablets, All-in-one Personal Computers, Ultra small form factor computers and Servers under HSN 8471) was ‘Restricted’. Further, vide Policy Circular No. 06/2023-24 dated 19.10.2023 detailed procedure was put in place, which was extended till 31.12.2024 vide Policy Circular No. 07/2024-25 dated 24.09.2024.
- The Import Management System for import of restricted IT Hardware, for the calendar year 2025, is as follows:
- Importers shall apply in Import Management System for Import Authorization on DGFT Website.
- Application portal will be open from 13.12.2024 to 15.12.2025.
- Any Authorization issued for import of restricted IT Hardware under IMS shall be valid till 31.12.2025.
- Importer is allowed to submit multiple applications in the year.
- Any request for amendment arising during the validity of the such Authorization may be submitted on DGFT website.
