The Directorate General of Foreign Trade ( DGFT ), through Trade Notice No. 13/2023-24 dated 16th August 2024, has announced the launch of the enhanced Preferential Certificate of Origin ( eCoO ) 2.0 system.
This platform aims to simplify the certification process for exporters by introducing user-friendly features. The key enhancements include multi-user access under a single Importer Exporter Code ( IEC ), Aadhaar-based e-signature options, an integrated dashboard providing access to various trade services, and advanced digitization for cost sheet preparation. The new system is accessible at https://trade.gov.in.

The revamped system will be operational for filing preferential certificates starting 21st December 2024. For smooth transition, all data from the legacy eCoO 1.0 platform, including non-preferential and preferential certificates and e-wallet balances, will be migrated after stabilizing the preferential CoO workflow. The old system will process applications submitted up to 20th December 2024, but new applications will only be accepted on the eCoO 2.0 platform thereafter.
The trade notice also listed the guidelines for the issuing agencies. It states that issuing agencies must appoint an administrator for user and office management functionalities. Administrators are required to register on the eCoO 2.0 system and ensure accurate mapping of payment gateway parameters.
Additionally, they must upload images of office stamps and issuing officers’ signatures and manage user accounts effectively. Issuing officers must also register on the platform using official email addresses and link their digital signature tokens for electronic authentication.
Exporters can continue using their existing DGFT login credentials for the new platform. Those without DGFT accounts must register and link their email to their IEC. Updates to exporter details, such as address and GSTIN, must be made on the DGFT website and will automatically sync with the eCoO 2.0 system.

The eCoO 2.0 platform also introduces an enhanced e-wallet facility managed by agency administrators. Existing balances from the old system will be migrated following the stabilization phase. For certificate verification, officers can authenticate directly on the platform or by scanning QR codes on the issued certificates.
It was clarified that the DGFT will provide a comprehensive user guide and FAQs on the eCoO 2.0 system and conduct outreach programs to educate exporters about the new features.
