The Directorate General of Foreign Trade ( DGFT ) has announced the upcoming launch of the enhanced Non-Preferential Certificate of Origin ( eCoO ) system, known as eCoO 2.0. This upgraded platform is designed to simplify and improve the certification process for exporters, introducing a range of new, user-friendly features.
Key features of the eCoO 2.0 system include:
- Multi-User Access: Exporters can now assign multiple users or applicants under a single Importer Exporter Code (IEC), allowing for greater flexibility in managing applications.
- E-Signature Options: In addition to the traditional digital signature token, the system will now support Aadhaar-based e-signing, providing more options for secure digital transactions.
- Integrated Dashboard: A centralised platform will offer seamless access to eCoO and other related services, such as Free Trade Agreement (FTA) information, trade events, and more.

The new eCoO 2.0 system will be hosted on https://www.trade.gov.in, and its implementation will follow a phased approach:
Key Dates for Implementation
- Onboarding of Issuing Agencies: The process of onboarding Chambers of Commerce and other notified issuing agencies, as per Appendix-2E of the Foreign Trade Policy (FTP), will begin on August 19, 2024, and is expected to be completed by August 27, 2024.
- Filing of Non-Preferential Certificates: Exporters will be able to file Non-Preferential Certificates of Origin through the new system starting August 28, 2024.
Guidelines for Issuing Agencies
For the Issuing Agency Administrator Account:
- Agencies must designate an administrator for online user management and office management functions. The administrator is required to register on the eCoO 2.0 system, attaching an authorization letter on the agency's letterhead.
- Upon activation of their account, the administrator should add regional office details and upload images of office stamps and issuing officers' signatures as part of a one-time setup.
- Administrators can manage issuing officers, including activating, deactivating, or mapping them to respective offices.

For the Agency/Chamber Officer Account:
- Issuing officers must register on the eCoO 2.0 system using their official email address and register their digital signature certificates for use in signing eCoOs.
Transition to eCoO 2.0
- All pending Non-Preferential Certificate of Origin (CoO) applications submitted before August 27, 2024, will be processed in the legacy eCoO 1.0 system. New applications will only be accepted in the eCoO 2.0 system starting August 28, 2024.
- Exporters’ login credentials on the DGFT website will remain valid for the eCoO 2.0 system. There is no need to create new accounts unless additional accounts are required.

E-Wallet Facility on eCoO 2.0
The eCoO 2.0 system will feature an e-Wallet facility. However, balances from the legacy eCoO 1.0 system will not transfer to eCoO 2.0 on the launch date. The migration of wallet balances will occur later, once Preferential CoO processes are integrated into the new system.
