EDGFT notifies Amendment – in Export Policy of Cough Syrup – TAXSCAN
The Directorate General of Foreign Trade (DGFT) notified the amendment of the export policy of the Cough Syrup with effect from 1st June 2023.
The Central Government amended Chapter 30 of Schedule 2 of the ITC (HS) Export Policy in relation to the export of cough syrup in accordance with the authority granted by Section 3 read in conjunction with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and Section 2.01 of the Foreign Trade Policy, 2023.
The existing export policy was free and there was no testing prior to exports. Now it is amended that all the “Cough Syrup shall be permitted to be exported subject to the export sample being tested and production of Certificate of Analysis (CoA) issued by any of the following laboratories: Indian Pharmacopoeia Commission, Ghaziabad, Uttar Pradesh
- CDL, Kolkata, West Bengal
- CDTL, Chennai, Tamil Nadu
- CDTL, Mumbai, Maharashtra
- CDTL, Hyderabad, Telangana
- RDTL, Chandigarh
- RDTL, Guwahati, Assam
- Any NABL accredited State Drugs Testing Laboratory”
As per the amendment, the cough syrup’s sample should be tested and also the production of Certificate of Analysis (CoA) issued by the aforesaid laboratories. Until the amendment there was no sample testing and submission of CoA. It was completely free to export.
With effect from 1st June 2023, exports of "Cough Syrup" under ITC (HS) Codes falling within Heading 3004 are permissible, but only if export samples are examined and Certificates of Analysis (CoA) are produced from one of the laboratories listed above.
The development and execution of India's international trade policy fall within the purview of DGFT. Also, the DGFT formulates foreign trade policies and guidelines with monitoring and enforcing the same.
In order to defend India's interests and advance equitable and balanced international trade, DGFT also takes part in bilateral trade negotiations and multilateral venues like the World Trade Organisation (WTO).
