On May 16, 2025, the Directorate General of Foreign Trade (DGFT) published Public Notice No. 7/2025-26, which revealed changes to SION A-1303. These changes impact both the description of the export product and the allowed amount of a key import item.
The manufacturing of Di-Octyl Phthalate (DOP) is explicitly covered by Standard Input Output Norms (SION) A-1303, a crucial resource for Indian exporters in the chemical industry. The amount of raw materials that can be imported duty-free in exchange for the export of a predetermined amount of DOP is determined by these standards, which are established by the DGFT.

In exercise of the powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy-2023 as amended from time to time, following amendments in the description of Export Product and quantity of Import Item at Sl. No. 2 in Standard Input Output Norms (SION) A-1303:-

"Di-Octyl Phthalate (DOP)" has been changed to "Di-Octyl Phthalate (DOP) (PVC Plasticizer)" in the export product description under SION A-1303. More information about the end-use or kind of DOP covered by this standard is probably the aim of this clarification.

The DGFT created Standard Input Output Norms to make it easier for exporters to take advantage of programs like the Advance Authorization Scheme. Under this program, inputs that are physically integrated into export-oriented products can be imported duty-free.
As soon as the Public Notice is published, the changes to SION A-1303 take effect. Under the applicable schemes, exporters of Di-Octyl Phthalate (PVC Plasticizer) must now follow these updated standards for their import-export activities. These standards are part of the larger group of chemical goods that SION regulates.
