The Directorate General of Foreign Trade (DGFT) has notified the procedure of allocation of the broken rice on humanitarian and food security grounds to other countries on the request of the Government of other countries through Trade Notice No. 13/2023 issued on 3rd July 2023.

Senegal, Gambia, and Indonesia have made formal requests for rice supplies. In light of these requests, a notification has been issued, stipulating that any applicant who fails to export the rice to the respective countries within the specified timeframe will be blacklisted for the next two financial years. Furthermore, appropriate measures will be taken against such individuals in accordance with the regulations.

According to the notice issued, the Trade Notice No. 08/2023 dated 20th June 2023 read with Trade Notice No. 12/2023 dated 30.06.2023 has partially amended to extend the last date for submission of application, for obtaining licence for export of broken rice to Senegal, Gambia and Indonesia, up to 6th July, 2023.

Also stated that, “in case of any mis-declaration by an applicant or any applicant failing to export the allocated quota to the respective Country(ies), within the specified time period, will be black listed for the next two financial years and action under the relevant provisions of FT (D&R) Act, 1992, as amended, shall be taken against the applicant.”

Due to climate changes and other factors, all the aforementioned countries have been encountering significant food shortages. As a result, the respective governments approached the Indian Government to request assistance in the form of rice supplies. In response, the Directorate General of Foreign Trade (DGFT), under the guidance of the central government, has issued the required notification to authorize the export of broken rice to these countries.
