The Directorate General of Foreign Trade ( DGFT ), under the Ministry of Commerce and Industry issued Notification No. 48/2024-25 dated January 4, 2025, permitting the export of 2,00,000 metric tonnes ( MTs ) of wheat ( HSN 1001 ) to Nepal. The exports will be routed exclusively through the National Cooperative Exports Limited ( NCEL ) ensuring regulated trade practices.
This announcement is in line with India’s Foreign Trade Policy, 2023, and draws on the provisions governing special export permissions outlined in Notification No. 06/2015-20, dated 13th May 2022.

The notification was issued under the authority of Santosh Kumar Sarangi, Director General of Foreign Trade and Ex-Officio Additional Secretary, Government of India.
India has a history of doing wheat exports to Nepal to help meet its growing demand. In June 2023, the Indian government approved the export of 300,000 tonnes of wheat to Nepal for the 2023-2024 fiscal year. During that period, the DGFT invited experienced exporters to apply for permits. Only exporters with prior experience in wheat exports to Nepal between 2019-20 and 2021-22 were eligible to apply.
S.O. (E) – In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, and in pursuance to the provision under Para 2(B) of Notification No. 06/2015-20 dated 13.05.2022, the Central Government hereby permits export of 2,00,000 MTs of Wheat (HSN 1001) to Nepal, through National Cooperative Exports Limited (NCEL).
