DGFT Prohibits Export of Raw Human Hair Below $65/kg FOB Value [Read Notification]

The Ministry of Commerce & Industry has issued Notification No. S 94/2024-25 dated February 10, 2025, announcing an amendment to the Export Policy of Raw Human Hair. As per the new directive, the export of raw, unworked human hair has been prohibited, except in cases where the Free on Board (FOB) value is USD 65 or above per kilogram which will be allowed under the ‘Free’ export category.

The notification issued by the Directorate General of Foreign Trade (DGFT), takes immediate effect and modifies the previous policy, which categorized raw human hair under the ‘Restricted’ export category. The decision is in accordance with the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy 2023.

Small-scale exporters, who deal with low-cost, raw human hair, may face losses as they will no longer be able to export unless they meet the price threshold. High-end hair exporters specializing in premium human hair may not be significantly affected, as their products already meet the USD 65/kg benchmark.

Effect of This Notification

The Export Policy of raw human hair has been changed from 'Restricted' to 'Prohibited'. Export shall be ‘Free’ if the FOB value is USD 65 or above per kilogram.
