DGFT provides Clarification on Re-Import of Unsold Exported Jewellery under HBP 2023 [Read Circular]

It is clarified that re-import of unsold jewellery exported for the purpose of exhibition may be allowed clearance by custom authorities without import licenses in compliance with applicable customs provisions

The DGFT ( Directorate General of Foreign Trade ) has issued a circular, vide no. 05/2024-25 dated 13th June 2024 with regards to the clarification on re-import of the unsold exported jewellery under the Handbook Procedures ( HBP ), 2023.

On June 11, 2024, the Directorate General of Foreign Trade ( DGFT ) issued Notification No. 17/2024-25, amending the import policy for items under ITC (HS) Codes 71131912, 71131913, 71131914, 71131915, and 71131960. These items, previously classified under the “Free” category, have now been moved to the “Restricted” category.

Following the notification, the DGFT has received representations from trade and industry stakeholders seeking clarification on how this new import restriction applies to the re-import of items that were previously exported under Paragraphs 4.79 and 4.92 of the Handbook of Procedures, 2023. Thus, issued this clarification.

The circular clarified that:

“It is clarified that re-import of unsold jewellery exported for the purpose of exhibition abroad in terms of above paras under ITC (HS) codes 71131912, 71131913, 71131914 and 71131915 may be allowed clearance by custom authorities without import licenses in compliance with applicable customs provisions.”
