DGFT Removes Port and Testing Restrictions on Export of Leather Products [Read Notification]

The Ministry of Commerce & Industry has issued Notification No. 15/2025-26 dated May 26, 2025, announcing the removal of port restrictions and mandatory testing requirements for the export of various categories of leather products, including Finished Leather, Wet Blue Leather, EI Tanned Leather, and Crust Leather.

The Directorate General of Foreign Trade (DGFT), under powers granted by the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy 2023, has rescinded the provisions of Public Notice No. 23(RE-2013)/2009-14 dated August 13, 2013, which previously mandated:

• Export of certain leather products only through designated ports
• Mandatory testing and certification by the Central Leather Research Institute (CLRI)

Key Changes Implemented:

• Port restrictions removed: Exporters can now ship finished and semi-finished leather products from any port in India.
  
  
• Testing no longer required: Drawal of samples and certification from CLRI is no longer mandatory for Finished Leather, Wet Blue Leather, Crust Leather, or EI Tanned Leather.

Effect of the Notification:

This move is expected to streamline export procedures, reduce compliance costs, and provide greater logistical flexibility to exporters in the leather industry. The change comes into force with immediate effect and is likely to improve India’s competitiveness in global leather markets.

The notification was signed by Ajay Bhadoo, Director General of Foreign Trade and Ex-Officio Additional Secretary to the Government of India, with the approval of the Minister of Commerce & Industry.
