DGFT Removes 'Walnut in Any Form' from Appendix-4J of Handbook of Procedures [Read Notice]

The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade (DGFT), issued Public Notice 52/2024-2025 dated March 27, 2025, announcing the removal of “Walnut in any form” from Appendix-4J of the Handbook of Procedures (HBP) 2023, under the current Foreign Trade Policy (FTP) 2023.

The change has been made by exercising powers granted under Paragraphs 1.03 and 2.04 of FTP 2023, which enable the DGFT to make procedural amendments as needed to facilitate trade.

What the Notification States:

The notification specifically states:

          “The entry at Serial No. 13 (Walnut in any form) in Appendix-4J has been deleted.”

Exporters will no longer be able to claim specific benefits or apply the pre-import condition with export obligation timelines for walnuts under this appendix.

In the earlier Public Notice No. 19/2024-2025 dated 29th August 2024, DGFT had revised Appendix-4J by rationalizing export obligation periods for several import items. At that time, “Walnut in any form” had been included with a 6-month export obligation period from the date of customs clearance under pre-import conditions.
