The Directorate General of Foreign Trade ( DGFT ) has issued a Trade Notice seeking stakeholder inputs on proposed amendments to the Foreign Trade Policy (FTP) 2023 and the Handbook of Procedures ( HBP ) 2023, regrading the temporary export of SCOMET items for 'Testing and Evaluation' purposes.

The scheme takes its reference from Para 10.08(vi) of FTP 2023, which at present regulates temporary export of SCOMET items for demonstration, display, exhibition, tenders, RFPs, RFQs, and NITs overseas, or their re-import overseas after similar activities in India. Procedural guidelines are given under Para 10.13 of HBP 2023.

As per Para 1.07A of FTP 2023, which prescribes stakeholder consultation at the stage of formulation or amendment of the trade policy, DGFT has prepared draft amendments to provide for testing and evaluation-related exports. Such proposed amendments, attached with the Trade Notice, are now available for comments by concerned stakeholders such as exporters, industry associations, and subject experts.

DGFT has invited all stakeholders to provide their comments, suggestions, and feedback on the draft amendments within 10 days from the issuance of the Trade Notice. Submissions are to be sent via email to scomet-dgft@gov.in.
